The TIMS Educational Trust Fund - a molinological charity
The TIMS Educational Trust Fund was set up in 2006 as a registered charitable body, raising money through donations for the financial promotion and support of objectives concerned with mills and milling that have an educational purpose i.e., for example: research, publications, publicity, attendance at conferences by people wth limited resources. A particular aim is to support efforts of this kind in countries of the former Eastern Europe where funds, both government and individual, are less readily available for such activities, compared to the situation in more fortunate countries in Western Europe and USA.Our official brief, as accepted by the Charity Commission includes:
“The trustees must apply the income of the charity in furthering the following objects:
1. To advance education in mechanical devices whose power is derived from water, wind or animals and which were used for industrial purposes but which are now not the primary source of power for such purposes, including not only the mechanical details and operation of such devices but the social, economic and political environment in which such devices were developed, improved and applied
2. For the benefit of the public to preserve the mechanical devices mentioned above by working to support best practice in such preservation for the protection of our heritage” (“The income may be applied to such activities outside the UK”) “The trustees may fund the provision of millwrighting expertise to educate and train local people in relevant skills and best practice, thus facilitating the conservation, protection and/or improvement of the mechanical devices mentioned above.”
Charitable status means that donations and legacies can become more effective as the Fund benefits from Gift Aid, whereby tax (paid by the donor on his/her income) can be claimed back by the Fund.
So far we have raised £580 from donations and Gift Aid. The main source is the gifts of UK TIMS members who are encouraged to contribute when they are sending their annual TIMS subscription to the UK Council member in January.
The tax breaks of this system mean that only UK residents and taxpayers are likely to take advantage of them. It cannot be used for increasing the effectiveness of subscription payments, nor for processing symposium payments, for example. No direct benefit can accrue to a TIMS member and our objets must be open to all, not just TIMS members.
There are 6 trustees, TIMS members and including the UK Council member, who meet twice annually. Grants, from income, are made after consultation with the TIMS Council. In 2009 the Trust has paid the TIMS subscriptions for 3 years for a Romanian open-air museum staff member and an Estonian millwright, both of whom could not have afforded the expense themselves.
Projects we would like to back in future if they become urgent and/or possible are the preservation of the ‘mud’ mill in Lithuania (perhaps by funding the advice and input of a recognised millwright), and the recording of mills in danger of collapse or threatened with deliberate destruction. Our funds are very slender so far. However, even modest grants indicate practical concern and may help to free up more substantial ones from the EU etc.

TIMS Berlin e.V. - a charitable organisation to molinology, founded in 2018.
TIMS Berlin e.V. was set up in 2018 as a registered charitable body, raising money through donations for the financial promotion and support of objectives concerned with mills and milling that have an educational purpose.
Such activites are:
- Promoting and organizing the TIMS Symposium 2019
- Research, publications, eduacation and publicity on mill related subjects.
- Attendance at conferences by people with limited resources. A particular aim is to support efforts of this kind in countries of the former Eastern Europe where funds, both government and individual, are less readily available for such activities.
By creating a formally registered charitable organisation (eingetragener Verein), citizens of Germany have the benefit of their donations and bequests being tax deductible.

The official statement of the Finanzamt für Körperschaften I, Berlin, includes:
“Die Satzung der Körperschaft TIMS Berlin e.V. in der Fassung vom 26.11.2017, erfüllt die satzungsgemäßen Voraussetzungen nach §§51, 59, 60 Abgaben Verordnung.”
“Die Körperschaft fördert nach ihrer Satzung folgende gemeinnützige Zwecke: Förderung der Kunst und Kultur (§52 Abs.2 Satz 1 Nr. 5 AO); Förderung der Bildung (§52 Abs. 2 Satz 1 Nr. 7 AO).”
“Die Körperschaft ist berichtigt, für Spenden, die ihr zur Verwendung für diese Zwecke zugewendet warden, Zuwendungsbestätigungen nach amtlich vorgeschriebenem Vordruck (§50 Abs.1 EStDV) auszustellen.”

Donations and Bequests
Making tax-deductable donations to TIMS is possible if you are a tax payer in The Netherlands, Germany or the United Kingdom. In these countries a special registered body with tax exempt status is available for this purpose.

Stichting Steunfonds TIMS
The ‘Stichting Steunfonds TIMS’ (tax exempt TIMS Support Foundation in The Netherlands) was founded in October 2002 with the aim of collecting funds in The Netherlands for supporting TIMS. By creating a formally registered charitable body, citizens of The Netherlands have the benefit of their donations and bequests being tax deductable.
Currently there are three trustees: Yolt IJzerman, who acts as chairman, Peter Tergau and Leo van der Drift. In order to maintain a close relationship with TIMS, the Stichting’s Constitution states that at least one of the trustees be a TIMS Council Member as well.
What is the policy of the ‘Stichting’?
In short, all collected funds will be used for supporting TIMS or TIMS related parties. Funds, however, will not be allotted merely for the sake of TIMS’ financial position, but will be spent on projects that directly promote molinology, e.g. research, publications, and so on. Also permitted is the financial support of members in Central and Eastern Europe, e.g. their membership fees and/or their attendance at symposia. TIMS or TIMS related parties can make requests to the Stichting for contributions, but the Stichting itself can also initiate the granting of contributions. The Stichting reports to TIMS Council on an annual basis.
How much money is involved and how is it spent?
Over the years, the Stichting received around 16,000 Euros, of which roughly 4,000 Euros have been spent, most of it in connection with the TIMS Symposium 2007. We have supported the attendance of a number of people from Eastern Europe as well as made a donation for the production of the 12th Transactions. Lately, a few requests to sponsor TIMS memberships for members from Eastern Europe were met.
Recently, the Stichting was asked to administer the credit balance of the TIMS Symposium 2007. This money will be allocated exclusively to symposia-related purposes.
Over the years the Stichting Steunfonds TIMS has proved to fulfill a need felt by the Dutch tax payer to enable making tax-deductable donations. We hope to receive donations and bequests in future in order to be able to continue supporting TIMS and its activities. The trustees are currently considering a few new projects for support.
